Why Shirley Carter should've gone instead of Heather: This is probably a controversial choice as hard-nosed Shirley is a leading character. However, of the two, audiences tend to empathise more with Heather. In addition, with no real enemies, Heather can flit comfortably between more of Albert Square's families than Shirley, allowing the writers a bit more dimension.
